A customs representative is any individual or legal entity responsible for facilitating the import and export of all types of goods, ensuring compliance with the applicable trade policies and customs inspections.

The role of the customs representative is regulated by the European Union and complemented by national regulations. To operate as a customs representative, one must be registered in the Customs Representatives Register of the Department of Customs and Special Taxes of the Spanish Tax Agency. This requires successfully passing the qualification exams conducted by the tax authorities.
